The Dow Jones Industrial Average was recently up 106 points, or 1.1%, at 9493.78. Among its financial components, Citigroup and Bank of America each leapt about 13%, while American Express jumped 9%. J.P. Morgan Chase was the only decliner, off 1.7%.
